EA DLC no longer works with steam game

@OnePieceIsNaruto Please don't apologize for the late reply. People get back to me when they have time for troubleshooting, and it's always fine. And I myself was asleep when you replied.
Anyway, your screenshots show that Sims 4 is installed, more or less in full, three times on this computer. These are the locations:
D:\The Sims 4
D:\SteamLibrary\steamapps\common\The Sims 4
E:\SteamLibrary\steamapps\common\The Sims 4
Of the packs you searched for, only GP03 is installed into the second location; SP01 and SP03 are only installed in the first and third. The Delta folders hold patch data, not full pack data; the Installer folders hold records of what's been installed. If Steam is currently reading the second location when launching Sims 4, and the EA App is only installing packs into the third location, that would explain the entire problem.
You could simply delete the Steam directory on E, or at least the Sims 4 folder inside. This may be enough to force the EA App to install the packs in the correct location. If that doesn't work though, I'd suggest uninstalling everything with Revo Uninstaller. This will remove related registry entries and anything else that might be getting in the way of the packs installing properly or being recognized as owned. Instructions here in case it helps:
- Put aside your Sims 4 folder in Documents\Electronic Arts and rename it to something that doesn't include the words "Sims 4."
- Download Revo Uninstaller (the free version is fine) from here.
- Launch Revo, select Sims 4 from the list, and click Uninstall.
- Once the game is uninstalled, select "Moderate" under "scanning modes," and click Scan.
- Review the list, in case there's something you want to save; otherwise, click Select All, and then Delete.
- Close Revo, and restart your computer.
Either way, there's not much point in having Sims 4 installed through the EA App as well as through Steam, so I'd suggest removing the first install location I listed as well, either through the EA App or manually if you don't end up using Revo.
