I opened up a restaurant and I've had one occasion a waiter did not show up and multiple occasions the host did not. I've read other forum posts about moving the podium if your host does not show, but that did not work.

Can you try another restaurant to see if you get the same issue ?
Also any mods/cc in your game ?
Would you be willing to share your save with me ?

figured out what was wrong in your save

All the employees that don't show up are vampires. So firing and hiring different ones should solve the issue.
