I'm having the exact same problem! I don't have any mods at all and never have had, so it can't be that. I've tried repairing the game and that didn't fix it. I hope there's a fix as its so annoying.

Move the entire TS4 folder to the desktop from Documents/Electronic Arts Let the game create a new one.
Check if you still have this problem in a clean game. If this disappears, you can copy from the desktop - folders Tray and saves and paste them in the new folder of game.- Anonymous8 years ago
Okay, so I moved TS4 folder to the desktop and ran the game, it opened to the first screen with TS4 logo for a couple of seconds then crashed. A message popped up saying "unable to start: The game has run out of memory."
Is it supposed to just create a new sims folder on its own? I'm not sure whats going on.
