Move the entire TS4 folder to the desktop from Documents/Electronic Arts Let the game create a new one.
Check if you still have this problem in a clean game. If this disappears, you can copy from the desktop - folders Tray and saves and paste them in the new folder of game.
Okay, so I moved TS4 folder to the desktop and ran the game, it opened to the first screen with TS4 logo for a couple of seconds then crashed. A message popped up saying "unable to start: The game has run out of memory."
Is it supposed to just create a new sims folder on its own? I'm not sure whats going on.

You have 2 graphics cards, one weak Intel and one good card - Invidia. Unfortunately, the game often chooses these weaknesses. It is best to turn off this Intel card permanently. If you can not do it personally ask for it in some computer shop with the service, It's 5 minutes for them to do it.
