To everyone reading this, SimGuruNick is looking for more information on the issue. In addition to any other details, it would help to know whether there is a maid on the lot at the time, and whether there are any children or teens at school. Here's the relevant tweet:

@puzzlezaddictI tried your suggestion (moving my old Sims 4 folder to the desktop and starting a new game), and I didn't have any trouble pausing or going 3x speed in the new game.
I tried scheduling a holiday for the next day to see if that notification had anything to do with it, but the new game didn't notify me of the holiday as I expected it to.
In my original game where I first noticed the issue, I had ordered a one-time maid to come to the lot, and while the time had passed for them to come (10:05 am), I don't know if the maid had arrived yet. I was too focused on trying to feed my toddlers that were about to be taken away because I couldn't pause the game long enough to get them to pick up some food. I don't want to go back into that save until the issue is fixed because I don't want my toddlers taken away.
It's good to see SimGuruNick is working on this. Is there a way for me to send game logs or anything else that could be helpful?

@puzzlezaddictI also did what you recommended. The new game worked fine. I scheduled a holiday and the notification came in without any problems. I also scheduled a recurring maid and there was no problem with the speed.
In my previous save I had 2 teenagers at school as well as a recurring maid that was probably on the lot at the time.
In my save I had no teenagers or children, all adults, and no holiday notification. However, I did have a maid come.

Same thing here. This happened after the winter fest holiday popped up.
At the time
1. I had just had a holiday notification
2. I had a maid on the lot.
3. I had two children at school.
there was also a sim asleep at the time. (There were also other sims on the lot with him and they were awake)
Edit: So I woke up the sim and the speed issue fixed itself. Set him asleep and it went superspeed again.
So It appears that a holiday notification instigates this issue. Then the maid, children at school or a sim asleep even when other sims from the households are on the lot with them and awake will then make the time glitch. Weird.

For some reason when I started up my game anytime I try to set the speed to normal it keeps switching back to top speed on its own. Pause works but the other speeds just go to top speed.
