@Blobberino I suspect there may be a bottlenack somewhere in your system. This means a complete picture of your system is needed. You need to post make and model of your motherboard. Make and model of display and how it is connected . AA setting for the game. Most lcd displays are locked 60 fps so there is no reason to run the video card that hard. What power supply do you have - if you are not powering the card correctly it will slow down under load. The power requirement for a 1070 is 150W. Going by the formula P=IXE that means 12.5A on the 12V rail is required just for the video card. Not all power supplies are created equal and care is needed that the proper requirements are met. Is the system overheating? Building a gaming rig is not fool proof and for a 1070 to drop to 11fps indicates a problem.

@roberta591 Thank you for your response! The motherboard is a MSI Z170A, the power supply is a 550w power supply and the system isn't overheating.
The only reason I post it here is that the Sims 4 is the ONLY game that is suffering from this issue. If it was an issue i was encountering across multiple game then I would believe it the to be the rig set-up. But as it is the only one I assumed it to be an issue exclusive to the Sims 4.
I can post a dxdiag is that helps locate the problem?

@Blobberino Need the make and model or the 12V specs on the side of the psu. I have seen systems with dual rail power supplies and one rail overloaded and the other rail hardly used. I have seen memory modules installed in a way that dual channel won't work. You can not compare TS4 to other 3d graphical games. I believe the graphics are produced by overlays which uses considerable power from the video system. The MSI motherboard looks to be a nice board but Micro-Star International was always on the bargain end of the table. This is not saying the board is bad - I'm just saying it would not be my first choice. Depending on the quality of the power supply you may be under powered. Again the distribution of the +12V rail needs to be looked at. There is a bottle neck somewhere as the 1070 shouldn't drop to 11fps even with triple buffering. I feel something isn't right.

@roberta591 My mistake, I was incorrect about the wattage of the power supply. It;s a 500w
