I have exactly the same problem! NOTHING works! My dude-sim managed to get 3/5 positive interactions, then it stopped. And when he got home, the meter was back to 0/5. My female is not able to collect any positive interaction points on Tier 2 whatsoever.
If you have the incredibly friendly trait, it's not possible to do the challenge as they don't really have acquaintances.
