    NPCs from other Regions retains their regions NAP policies. This appear to be a bug. BTW there are up to 4 NAPs in each neighborhood.

    If you are not opposed to playing with Mods (and keep them updated) There is at least two I have seen "Sharing is not caring" and  simvasion_ecointeractions_fix

I have the very same issue since the last update, I've tried repairing the game, but it hasn't changed anything. Still waiting to see if someone can solve this issue.
