You can rename the Sims 4 folder to "Sims 4 Old" and load a fresh folder to eliminate the possibility that this is an error of the game.

But I think this is rather a card drivers problem.

There are two problems with your computer.
The first is definitely the lack of free space on drive C. You only have 3GB of free space. This may also be the reason for the failed Windows updates. It just had nowhere to install.
What's worse, you don't have another drive to move any programs there.
Although your computer uses Windows graphics drivers instead of Intel drivers, it is no longer important in this situation. The only solution is either to buy a disk at least 240GB and should fulfill the functions of C drive, or to start think about a replaced this computer with a new one.
