Game gets stuck, hangs multiple times with save issues. Glitchy time as well.

I'm currently experiencing an issue where the game mouse runs and the game camera can still be moved but it becomes unplayable. I don't have any mods and have basegame only. When saving I have to restart the computer. 

Clicking on Sims doesn't work and interactions freeze. The time glitches out as well. 

Just happened twice, today and yesterday. What is going on?

In the video, time gets glitched out and changes when I set speed higher and lower, the Sim's interactions become unresponsive, and saving the game freezes. 

Edit: DX11 is NOT enabled, it happens on Dx9 as well. My bad!

    @LlamaOMama  Your video is set to private, so if you want to share it, please set it so "anyone with the link" can view it.

    For the issue itself, does it happen in DX9 mode?  If not, then this is a DX11 problem and helpful feedback for the master thread.

    If it does happen in DX9 mode, please post a current dxdiag.
