@Elmwen Please check how much of your CPU is being used while you play. You can see the value in the Task Manager. If it's high (at or close to 100%), restart your computer and try playing with Origin in offline mode.
If this isn't the issue or doesn't help, please move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop. When you launch the game a clean folder will spawn with no content. Don't add anything to it yet; just see whether you have the same issue in a new save.
Highest performance shows on my HDD and Memory but they are still under 40%. I see multiple processes running under the Task manager details tab, I think that's normal right?
I had deleted the sims folder earlier out of the documents folder but I moved it again, still a very laggy right from the start.
You know when you first run the game and the green sim diamond spins? On mine its all in super slow-mode...the loading screens are slow the creation screen slows...trying to click on any of the buttons inside the program is really slow. I open other games, they run fine. its so strange!

@Elmwen Yes, there will be a large number of processes running even before you open any applications. The important question is whether anything uses too much of your computer's resources, which it sounds like isn't happening.
Please try playing offline anyway; that will help narrow things down to some extent. Please also let me know what antivirus you use, and whether you use OneDrive.
