Game stuck in "Game Loading in Progress"

Same is happening to me. I've tried disabling script mods, tried disabling all mods, removing my mods altogether, even re-installing the game and nothing has worked so far. Let me know if you've found anything to work.

at what point is the game getting stuck ? On loading the game itself or on loading a save ?
