Recently fixed it. Try going through your mods (cc doesnt matter) and go to those mod websites and check if they had been updated recently enough for them to work in your game. Uninstall those that didn't work. Some need to be updated with a new version. Hope that could help!
I have the same problem. I use cc and no mods cause my game can’t handle it so I deleted them ages ago and my game has been perfect. Then I turned on script mods to try a mod out and my game wouldn’t start and was stuck on a loading screen so I turned off script mods and got all the bad content out of the folder with the mods conflict detector. Now no matter how many times I repair the game or take out my cc and put it back in which usually works when my game is fully loaded I can’t build or travel at all because it says “Game Loading is in progress”

Have you tried taking everything out as well ?The mod conflict detector doesn't detect conflicts with the game. Just with other mods.
Custom content can get outdated with patches.
If it works when you remove your mods folder, then one or more mods/cc is no longer compatible with the game and you have to find those.

Ive FINALLY fixed it and I’m beyond happy. I think it was the roommate mod I installed a few days ago and it must have been outdated or bugged. I’m glad I didn’t have to get rid of my family as I’ve been playing it for 4 generations! Thank you so much for the help!
