@breezyotaku Is it possible that OneDrive has redownloaded any Sims 4 files for you? If you let it sync the contents of Documents, that would include the Sims 4 user folder, and it could download this folder, including mods and custom content, after you've removed it. So please double-check that there are still no mods inside the Mods folder.
Another remote possibility that comes to mind is that your F3 key is acting up. That's the hotkey for entering build mode, so if it's firing for no reason, that would at least explain why the game keeps forcing you into build mode. I don't know whether repeatedly pressing the key would also reset build mode, as in, open the basic menu and cancel anything you're trying to do, but it's possible.
Anyway, you can try reassigning F3 (F1 and F2 are for Live and Buy modes) to different keys, at least temporarily.
