@puzzlezaddict Thank you for replying and giving me additional advice. I followed all of your steps and even played offline but the stutter is persistent. At this point I really don't know what to do. I'm guessing this is just a lost cause.

@fluffytiera Did you try running the game with only one monitor? Did you check Task Manager to see if anything is hogging the system? Another thing to check is system temperatures. If something is running hot the system may be throttling (slowing down the processor). Could be something simple as an incorrectly mounted cpu cooler - it is rare but I have seen plastic still on the cooler. I'm assuming this is a fairly new system. It may take some time for Windows OneDrive to sync.
