Get to Work: Can't plant fang flower?

So I got the new expansion... loads of fun! But since installing it I can only seem to plant plants in planters. Not on terrain. Just in the planters. So no biggie I have been planting them all in planters. Even the cowplant worked fine in the big planter.

But I can't get the fan flower to plant. It says it doesnt germinate because it needs more room. It wont plant in either planter and wont let me plant it on the terrain. Everything else plants fine.

Is anyone else having this problem or figured out a way around it? I have full gardening skill and super green thumb and outdoors traits!
