@Pinkvelvet98 Please post a few more screenshots showing the issue, preferably in better lighting, and let me know whether the graphics look better when you zoom in.

The unrecognized graphics card message should only appear the first time you launch Sims 4, or the first time after you've removed the user folder or the options.ini file inside. This shouldn't affect graphics quality though.

@Pinkvelvet98 Your screenshots look mostly normal to me. I can't tell whether the plants in your first two look exactly right, but they're at least close. Sims 4's graphics have been uncharitably described as "cartoony" (I'd go more with "plasticky" if I were looking to criticize), with less texture and thicker lines than most modern games. This is also a big reason so many players use Reshade or a similar tool. It's not your computer.
If you want to get your graphics card recognized, open graphicscards.sgr, which by default would be in one of these locations, depending on your type of install:
Program Files (x86)\Origin Games\The Sims 4\Game\Bin
Program Files (x86)\Steam\steamapps\common\The Sims 4\Game\Bin
Program Files\EA Games\The Sims 4\Game\Bin
Search for Nvidia and add this line under the NVIDIA header:
card 0x2488 "NVIDIA GeForce RTX 3070" $cardLevelUber $resolutionHigh
There should be four spaces before card so this entry lines up with the ones below it.
By the way, your dxdiag is full of failed Windows updates, and it's a good idea to clean those up even if the problem is unrelated to Sims 4. So please run a couple of basic checks on your Windows system files:
Restart your computer, hit Windows key-i, select Update & Security, and click the box to check for updates. If any install, restart again afterwards.
@puzzlezaddict I just made my sims go to Willow Creek's park in winter and noticed that the lighting, trees, and plants look really bad. Is the game supposed to look like this on uitra (with my graphics card)? https://imgur.com/a/HUWPItt
@Pinkvelvet98 Honestly, your screenshots look pretty normal to me, at least for Sims 4. It may be because they're not zoomed in enough, but I can't really see anything that looks unusual, with the possible exception of the plant textures. But that might just be the seasonal effects or the snow cover.
If you want to try something to improve graphics, google "Sims 4 graphics rules overhaul" and try the modified .sgr file Simp4Sims has uploaded. Your GPU can more than handle the extra load, and your game may look a lot better to you with the tweaks. Or it might not, but then you can just delete the file from ConfigOverride with no harm done.
