[GTW] Prisoners won't return to their cells at police station

So, I built my own police station almost completely from scratch, but when my sim tries to corral the prisoners back in their cells, it doesn't work. I've got one of them in, but with the rest, the g...

Well, if that's the case, then I'm not sure what to do. In my police station build, there's nowhere else I can really put the cells unless I rearrange the rooms.
