@Maximum0Dinosaur Please move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you've moved but temporarily not read by the game.) Don't add anything to it yet; just see whether the same problems happen in a new save. Let me know either way.
This didn't change a thing, It's still the exact same way it was before.

@Maximum0Dinosaur Are you playing in an existing save, or a new one you started for this purpose? Sometimes people's user folders are stored in OneDrive and redownloaded, in which case you'd still have the same potentially borked files present as before. One easy way to bypass this is to disable OneDrive's automatic syncing of Documents:
If that's not the issue, please try changing the in-game resolution a few times, in both fullscreen and windowed modes, to see whether it makes a difference.
