Hiring employees for retail store
I am only getting the same 5 sims for hire in my retail store "manage employees" section. Is this supposed to happen?

That's something that usually happens. If you don't like those sims and you don't care about them (your sims don't have any relationship with them), you can delete them so the game shows new candidates. Or you could make them active/played sims so they are no longer valid to hire.
Go to the Manage worlds and then to the Manage Households. Then find the sims and delete them or make them played sims.
After doing that you should get new candidates.
