@sjonesftw Are you saying you don't have a Mods folder at all? If so, try disabling mods and cc (both options), quitting and reloading, and reenabling mods and cc. If you have a Mods folder but not resource.cfg, delete the Mods folder and then try the above.
If you're missing something else, please let me know what it is.
I've tried that and nothing happened. I'm missing the resource.cfg and mods folder.

@sjonesftw Please make sure you're looking in the correct user folder. Here's how to tell:

If that's not the issue, let me know what antivirus you use and whether you're using OneDrive.

@metteina06 Make sure you're looking at the correct folder, as mentioned in the link I posted earlier:

Move the Mods folder from that particular Sims 4 folder to the desktop, launch the game, and quit, and there should be a new Mods folder with a new resource.cfg.
If that doesn't work, go in-game and disable script mods and custom content, both settings, and quit; then launch the game, reenable the settings, and quit. There should now be a new Mods folder.
