how do i get my sims to buy a etail business

Down at the bottom right of the screen, their should be a cash register. Click on it and it should give you the option to either buy a restaurant or retail.
*As shown in the picture*
Keep in mind that you must have the expansion pack Get To Work or Dine Out, In order for this option to appear.
