I have always had trouble with this and I don't know why? The last time I tried it I put the walls up and it ended up running into my swimming pool. Then when I tried to delete the walls it wouldn't let me for some reason and it wouldn't allow me to put flooring down. Whats the right way to do this?

Under Wall tools in Build Mode there is a custom basement tool, the second basement tool, not the one that builds walls as you move the cursor. Use that WHILE viewing the floor above, draw the outline of the basement you want. The game will pop the basement into place once you connect back to your starting point.
