@gamerluke47 Your dxdiag lists a few errors related to Intel graphics software. These might be unrelated to the Sims 4 issues, but it's a good idea to check which GPU the game is using. Go into Documents > Electronic Arts > The Sims 4, open Config.log, copy the first 40 or so lines (stop when you get to Options), and paste them here. You can delete your user and computer names, about 20 lines down; the file doesn't contain any other identifying information.
And please let me know whether you still see the white line when you play Sims 4 in windowed mode. The setting is with the other graphics options. After switching, quit the game and restart your computer, then load and look for the line again.

@gamerluke47 When you play in windowed mode, does the line follow the Sims 4 game window, or does it stay in the upper-right corner of your screen? Please move the window around to test if you haven't already.
Please also disable Game Mode and Game Bar, both under Windows Settings > Gaming.
And let me know whether GeForce Experience is installed on this computer. If you have any other software that has to do with gaming, for example MSI Afterburner or Razer Cortex, please list it too.
