How to PERMANENTLY DELETE DLC for Sims 4?

Hi there,

I have an error with my Sims 4 Cats and Dogs expansion. Origin says i preordered it, but the payment never processed and now won't download. Anyone know how to PERMANENTLY DELETE the DLC from my account?
