Same problem. No mods or CC, I'm on ps4. No cheats used. Going back to the city screen did not help. Restarting the game did not help. Removing the foundation and stairs did not help.
@Turtlebizkit1204 Is this a problem only with the one house, or with all houses in the world? Please test if you haven't already.
If that doesn't help, then you may want to ask in the console section; I really have no idea how to troubleshoot console issues.

So, I saved the lot to my gallery and I moved it to the 50x40 lot in newcrest and am able to access it. There. Seems to maybe be limited to that lot or at least Henford.
