Please try the following:
- Start your game. At the 'Main Menu' (the initial screen once the game loads - with a large blue 'play' triangle on the right)
- Click the 'Options Menu' (three dots at top right of screen)
- Select 'Game Options'
- In Graphics select 'Ultra'
- Uncheck the box "Post Processing Effects"
- Click the button "Apply Changes". - Next please run a game repair [ Open Origin, click 'Game Library' then right-click Sims 4 > Repair Game ]
- Now restart your game
Please let me know if this solves the issue. If it does not we can try further troubleshooting.

@paigedenomme Please try switching among fullscreen, windowed fullscreen, and windowed modes to see whether any of them look better. If you can't reach settings the normal way (by cllicking on the three dots in the upper right corner of the screen), hit the esc button to bring up the menu, then choose Game Options, then the Graphics tab on the left if it's not already selected.
If this doesn't help, please run a dxdiag and attach the results to a post.
