@sgerndt - I believe your system meets the minimum requirements, but probably only just, and is borderline at best. Therefore, you would be limited to low settings if you could play. However, the amount of RAM is quite small and your graphics card is a bit weak, so you could perhaps have issues.
I would perhaps try The Sims 4 Game Time (which allows you to try the game for 48 hours) to see whether the game runs on your system. Also, I doubt you would be able to play with any expansions.
