If you have any mods move the mods folder to the desktop
delete localthumbcache.package file in the game folder and check if it helped.
If it will not work
Try to change the resolution of the screen in the game options.

Tried it, no luck. Ended up uninstalling the whole game and reinstalling it and the glitch fixed itself? Weirdest thing.
I am having the same problem right now, if I uninstall the game will I have to pay again to install the game?

Of course not.
But maybe first, try to fix the game
Origin/Library - right-click on the TS4 - option "repair game"
If it will not help go to the Origin end this time choose the option "uninstall"
When the game will be uninstalled, download it from Origin once more.
You will have an option "download " on the coverTS4 and your all packs
