I am having the same problem right now, if I uninstall the game will I have to pay again to install the game?

Of course not.
But maybe first, try to fix the game
Origin/Library - right-click on the TS4 - option "repair game"
If it will not help go to the Origin end this time choose the option "uninstall"
When the game will be uninstalled, download it from Origin once more.
You will have an option "download " on the coverTS4 and your all packs
