I did everything you said and its a little better but my sims still freeze, time is wrong in game and its lagging.

@michellepittman Alright, please try the newest driver available from Nvidia. Go here:

Choose GeForce, 10 series (notebooks), 1050 ti, Windows 10, and you'll see a driver from a couple days ago. Install it, restart your computer, and test Sims 4 with nothing else running (aside from the EA App, of course). Let me know how it goes.
If you're still seeing performance issues, switch to DirectX 9, which is a check box with the other graphics options, restart the game, and see whether there's any improvement. If there isn't, please let me know whether the computer seems to be running especially hot: either hot to touch or with the fans running at higher-than-typical speeds, or both.
I updated NVidia and its still slow. Now it loads even slower.
I know my PC is old and the fan is messed up. I have been getting this error for months, whenever I restart.

@michellepittman Yes, that could absolutely be the issue. Without a working fan, your laptop will overheat when running any moderately demanding apps, including Sims 4, and then the hardware will throttle to protect itself. That translates to degraded performance, perhaps by a significant amount.
If you're comfortable doing so, take the bottom panel off the laptop and have a look. Clean the fan and vents, and use compressed air anywhere you see dust buildup. If you don't want to do this yourself, a friend might be able to help; otherwise, a computer repair shop could do it, but call around for prices—some charge a lot more than others.
It's possible the fan is simply too clogged to work properly, but it's also possible that it needs to be repaired or replaced entirely. That in turn is a job for a professional, whether you take the laptop to a shop or have a friend that knows what they're doing.
