no, you don't need any packs for those frogs but it's best to breed those.
Here's a guide which frogs you need to combine to get the more rare ones: http://www.carls-sims-4-guide.com/collections/frogs.php
Also try different spots, not always the same one to search.
How can I breed a heart frog? It is supposed to be common yet I've been playing this game for over 300 hours and still haven't found a heart frog. I can't breed any kind of heart frog without ONE of the frogs being a heart frog right? I don't have any of the heart frogs whether they are striped, spotted, or otherwise. I don't know why it says the heart frog is common when I've been looking and looking and haven't found one. I've looked in every single place possible in the game.
Which spots have you tried ? Have you tried the Grotto and the tree ?
It should be a common one so I guess you just have to keep looking in different places.
You can also use the buydebug menu (cheat menu: bb.showhiddenobjects on and just buy it there
