what desk are you using ? Can't really tell from your picture.
There's an known issue with the front desk: https://answers.ea.com/t5/Bug-Reports/OPEN-GTW-Computer-on-the-Front-Desk-only-has-order-option/td-p/6405889/jump-to/first-unread-message
If you're using a different one, please try removing ALL your custom content and mods.
