What happens when the bug occurs? There is no effect on the relationship.
What do you expect to see? The relationship gauge to change.

Did this issue appear after a specific patch or change you made to your system? No
Presence or absence of mods makes no difference. Only the Fisher household seems to be affected. Fixed issue with child not having a parent but ModifyRelationship remains unaffected.
No CC items or mods were used when making household in CAS.
