This just happened to me as well. I havent played sims in months because of how expensive and small the expansions are, the things in the community making you need the expansion packs in order to use their content only making it more annoying. So when i found out about the toddler update i decided to try to come back i noticed my mods werent there despite still being in my file folder but i didnt think anything of it, i started moving files around later to try to get free expansion packs from a different website which im almost sure work but i updated to the new patch so they wont work yet but still im stuck with the problem of my mods not working so now im paranoid that its because i moved some folders to the wrong place somewhere. do any of you know the EXACT file location the sims is supposed to be in? for example mine is in C:\Program Files (x86)\Origin\The Sims 4\Mods

Are they enabled in your game options ?

I'm having the same problem as well. I never had a problem with the mods before. Even after a update. I've uninstalled my game (I had all of my information backed up) and reinstalled the game. I thought that things would change and didn't. I really don't thin it matters WHERE the mods come from if they worked before. Ever since the toddler update, none of my mods have worked. What more questions can you possibly ask?

Test the game without the mods, with a big update like the toddlers update it's common mods/CC get issues.
Add them in one by one, preferably a few new ones (that are updated to the Toddler update)
