Moving my cursor quickly causes severe FPS drop

Just bought the game and I can't even get past the main splash screen without issue. The confetti stuff will slow down. Moving my cursor at even a normal speed causes everything to slow down immensel...

It is probably your computer or your internet because that has NEVER happened to me.

    It was my mouse, I've edited my post now, but I don't see how you would think it had anything to do with my internet connection.
