I am having the same issue, but with all 3 tasks in the last tier. Get to level 10, play for 75 hours, and mentoring. None are working. My sim is at level 10 in violin and piano. I thought maybe getting to level 10 on another instrument might work, so I started her on guitar. She got to level 3, and it's still showing 0/10 skill level, and still 0 hours.
On PC. No mods, no cc
