@mjstern101 Have you tried restarting your computer? If not, please do so now.
If that doesn't (or didn't) work, try clearing Origin's cache:

Restart again, then try to play. If you still can't, try repairing instead.
Thank you for the reply but unfortunately this didn’t work. The game is still stuck in this update loop.

@mjstern101 So if you clear Origin's cache, restart your computer, repair the game, and then update, you still get stuck in a loop? Do you get any error messages either during the repair or during the update? If you have any antivirus/firewall running aside from Windows Defender, please disable this before you try to update again.
Just to rule out any user data, please move your Sims 4 folder out of Documents\Electronic Arts and onto your desktop. You can put your content back later.
If that doesn't help, please clear Origin's cache, uninstall it "the hard way," and reinstall. This normally doesn't affect any of your games, although if the Sims 4 install is corrupt enough, Origin might wipe it and reinstall from scratch. But that would be the next step anyway.

I eventually uninstalled everything (The Sims & Origin), wiped out all user setting files, and then restarted then reinstalled. It then started working.
