My sims 4 game crashes or music keeps playing

My sims 4 game will not load it either crashes at startup or will stay at the spinning plumbob for what seems like forever. Whenever it does take me in game, the load music will continue to play. I posted my DxDiag stuff because I do not understand it if that might be the case.

    I couldn't find in Toshiba support the newer drivers for your graphics card then you have. And these drivers are very old.
    So look here for these new drivers for your card AMD Radeon (TM) R5
    https://www.amd.com/pl/support
    But there is a possibility that these new drivers will not be compatible with this computer so if you get the information from your computer that they are not suitable then you obviously do not install them. If this information does not appear, you can of course safely install it. And you should install it.
    After this move the game folder to the desktop and try to launch the game. However, even if the game does not start then you will have to fix system errors reported in DxDiag with my help.
    But first, install these new drivers and try to launch the game to eliminate the possibility that the old game folder is responsible for this error.
