@AnInterestingBoi Just to clarify, your game doesn't work even after you've moved the Sims 4 folder out of Documents\Electronic Arts and let the game spawn a new one, and without your adding any content to the new folder? If the game works without custom content but doesn't work with it, then that usually means there's something wrong with the cc.
If that's not the problem though, please run a dxdiag and attach it to a post.

@puzzlezaddict Yes, and I even took out all of my CC as well and tried to run it that way. Last night it opened for me finally and worked normally after I had restarted my computer another time but now I'm having the problem again, and it's a bit of a hassle having to restart my computer every time I want to play. I ran the dxdiag and it is attached. Following up with further steps would be appreciated.
@AnInterestingBoi It looks like the immediate issue is the Alienware Command Center is crashing. Your computer already has the newest version, but you can try uninstalling and reinstalling it. Here's how:
However, the issue might be that your laptop is missing a number of other updates. Among those I see are the BIOS (labeled Urgent), the Realtek audio driver, and the Nvidia driver, any of which could cause a crash, whether directly or only when interacting with a version of the command center that's expecting more updated software. It might be easiest to install the Dell update application and let it install all relevant software for you.

If you'd prefer to handle the process yourself, it's best to go in this order:
- BIOS (please read the instructions on the Dell site)
- Intel chipset device software
- Intel management interface driver (the newer one, marked Urgent)
- I think your other chipset drivers are updated, but it's a good idea to download and try to run each one—if you already have the newest version, you'll either get a message saying so or the driver will reinstall; restart when you're done with the chipset drivers
- Nvidia graphics driver (restart)
- Alienware command center (uninstall and reinstall)
Normally, I'd suggest updating the Realtek audio driver too, but some people with Dell laptops have had trouble playing Sims 4 with the latest driver installed, or rather a component of it called Nahimic. Your dxdiag has one Nahimic error, so this might already be an issue, but that's not clear.
If you install the other updates, restart, and can't play, look for any entry with the word Nahimic in the Task Manager, click on it, and End Task. Then try to open Sims 4 again. If it works, you know Nahimic is in fact the issue, and there's no harm in updating to the newest audio driver and testing. You may have to shut down Nahimic again even with the updated audio driver, but it's worth testing both ways.
