N.A.P inspector not showing up

i voted through letterbox for power conservation, it won but the inspector hasnt come out to my house to check it so i dont get the bonus under tax break and penalties

i have tried removing action plan and revoting it in but he still hasnt come out, i also have closed game and re opened it but still hasnt worked, anyone know how to fix this?
