I'm not sure, I think that trait is just for the less eye pleasing appartements.
All the traits for your lot you can find in build mode, in the Lot Info Panel, at the left of your screen. It looks like this:
Other than that I don't know of any cheats to use other traits. I think those are just lot specific.

yeah it makes sense that they would be for the less eye appealing apartments.
