New External Hard Drive Won't Recognize CC/MODS

Hello, thank you for reading.

Currently, I am losing my mind over this and I would appreciate any help I've read a forum post about this exact problem (Where they moved Documents to /D: drive and it started to work. However that just doesn't seem to be the case with my computer. 

So for backstory I recently got a 3 TB Hard drive specifically for Sims mods, CC, all that. 

I've done everything possible to make this work and my mods/cc will not register into the game. NOR will tray recognize a saved family.

This post right here, I've followed everything people recommend I've moved it to a /E: drive I've changed documents to go to /E: I have tried reinstalling everything I've tried just manually putting CC into the mods section I  went to Origin and redirected to /E:Origin Games I've also been trying to use the TSR Manager and NOTHING will register from there. And another thing every time I open up Sims 4 it makes two files in /C: and in /E: Called Electronic Arts even when I redirect Documents to go to /E: 

Am I doing something wrong?? Is this the wrong file location? I would greatly appreciate any help
Also my /C: drive has 66.9 GB free

    The structure of this game as well as other games can get complex. If you install the game and then run the game and do nothing else the game looks in the user documents folder for game data. BUT if you enable OneDrive after you have run the game the Windows operating system will redirect calls to the game data to the OneDrive folder. This is where OneDrive copies NEW/changed files to be synced. The game will no longer use the documents folder data. The problem these folders can be manually configured. The OneDrive folder is still on the system device so no space is saved. The documents folder can be redirected by using the symbolic link to redirect calls to the documents game folder to a different device. THIS can free space on the system device. If you symbolic link (there is a GUI for this) the OneDrive folder then you end up with a redirect of the redirect - I'M SO CONFUSED! The game is not at fault - it's the operating system (Windows) doing what it supposed to do. I have a NAS (network attached storage) that I have done basicaly the same thing long before Onedrive. OneDrive uses cloud stage that is in a data center somewhere in the world. My NAS box is on my local network where it is protected from the outside world. My NAS box is redundant so if I have a failure it tells me and I replace the failed drive and over time the NAS recovers. Free Cloud storage usually has limits before you pay. If your moving data from one device to another you may need to symbolic link the OneDrive folder also. First you need to determine where the game is looking. My guess probably the OneDrive documents folder (a guess). You can still use this folder but this is on the system device. If your looking to free up space on the system device you may need to redirect this folder to the other device (E:?) but if you are redirecting user documents folder you need to stop that redirection fist. Be careful what you do because these commands are powerful and if you delete the wrong thing you can cause problems in the Windows operating system.

    add: just read the link you provided and I believe OneDrive is your problem. I recommend getting the game to work as default then use symbolic link to redirect the user documents game folder. If you use OneDrive redirect the user onedrive game folder. It's not a good idea to leave redirects not used as active.

    YA KNOW WHAT.

    It took me awhile to reread this and understand, you want me to enable Onedrive, I was not aware onedrive was a thing until I wiped my computer. I will try what you say, thank you.
