Please bare with me here because the explanation is long and I don't want to miss any details.
So I've recently moved to PC gaming after playing on a laptop for years. The first game I redownloaded was the Sims 4, after playing for a while I started to miss my old expansion packs etc. And after googling for a while I found a forum which explained that I could redownload all of my old packs by logging to my old origin/ea account. I did this and "redownloaded" all my old expansion packs which was about 27 of them, it took hours. However when they were finished downloading I started up the game only to find that there were none actually functioning in game, but when I went onto my library it said that they were installed.
After another hour of googling what to do I found another forum which said that I had to uninstall the version of Sims 4 that I had running through steam and then re-install it through the ea app alone. I did so and it worked, all my downloads began reinstalling, this once again took hours and in order to save time I thought that the wisest thing to do would be to cancel the downloads of the last biggest three expansions (Seasons, Get Famous and Cats and Dogs) and then redownload them so they would redownload last (I'm an idiot I'm aware). However when I went to redownload them they come up saying "installed" therefore not allowing me to redownload them, I've checked in game and none of their items are there and when I hover over their thumbnails in the menu it says "restart to use", I've restarted my PC three times now to no avail. I've once again uninstalled the game, thinking it would just redownload everything again, but as I went to re-install and it showed me all the available downloads with it those three packs weren't there. Now when I click manage add-ons every pack comes up as queued except for those three.
Sorry for the long explanation but I'm really at a loss for what to do, any help is greatly appreciated.
@professor_shep Please clear the EA App's cache:

and restart your computer, then see whether you can download these packs. If not, let me know whether they're listed at all under Manage > Manage Add-ons, and if so, what you see under their names.
