No NPCs anywhere

City Living, Get Together, Get to Work, Parenthood, Vampire, Dine out, Spa Day, Outdoor Retreat, Fitness Stuff, Bowling Night Stuff, Vintage Glamour, Backyard Stuff, Kids Room Stuff, Romantic Garden Stuff, Movie Hangout Stuff, Spooky Stuff, Cool Kitchen Stuff, Perfect Patio Stuff, Luxury Party Stuff, Holiday Celebration Stuff.
Steps: How can we find the bug ourselves? Not sure
What happens when the bug occurs? NPC Sims will not spawn. If I go out, only the bar staff appear--- it is only by chance if other NPCs spawn later. Also, when 'On a Date', my date disappears in a minute and the timer ends. Often there's no NPCs in town, too!
What do you expect to see? People in the town, especially at cafes, restaurants, venues...etc.
Have you installed any customization with the game, e.g. Custom Content or Mods? I don't know. A friend installed it for me.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

It's the same with me!

I got the game a few days ago, and, when I finally decided to hit the city, no one was there! The only difference was the bar staff were present.

I'm not sure whether it is a time of day sort of thing, but when going to a nightclub, you would expect people to be there at night; instead, people did randomly appear after AGES at 1:40pm!

I went to another venue, but there was no one there, until much later where one person spawned. This is the case with all of my characters in their separate worlds.

BTW!--- my character was asked on a date. She arrived with her date. Then, two minutes later, after walking to the other side of the room, the clock for 'On Date' disappears, and so does her date! I had to call him back on the phone!
