No Time Speed Up While Household Sleeping

How often does the bug occur? Every time (100%)
What is your current game version number? 1.78.58.1030
What expansions, game packs, and stuff packs do you have installed? Cottage Living, Eco Lifestyle, Discover University, City Living, Get to Work, Outdoor Retreat
Steps: How can we find the bug ourselves? Put all Sims in household to sleep.
What happens when the bug occurs? As soon as all Sims in the household are asleep, it will not allow me to speed up time nor will it auto speed up time.
What do you expect to see? I expect to be able to speed up time, but when all Sims in household are asleep, when I try to speed up time, it automatically reverts back to standard time movement. Also, when a Sim does wake up in the morning, it will then revert to the sped up time.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
