Objects disappearing when placed

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? I have all of the expansion packs, camp stuff, hangout stuff, laundry day, toddler, luxury, and cool kitchen stuff

What happens when the bug occurs? every time I go to place a object, said object disappears. it takes money from my sims but it refuses to let me place any items. I can build just fine without any glitches, I have no CC and I've tried the Move Objects cheat.
What do you expect to see? I place the object, it stays there.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

I've tried clearing my cache, it doesnt work. i can't figure out how to fix this and its really frustrating
