Expanding on that brief answer from @jpkarlsen, you can't build on the outer 1x1 squares on the outer edge save for creating paths with floor tools and selected terrain tools.
I know this. Please read my post carefully before answering. That is not what I am concerned about. My post is regarding the dirt between basements which is there regardless of where it is on the lot or what size it is. @Hoverael
