Parents refuse to take care of toddlers

How often does the bug occur? Every time (100%)
What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? Have a toddler. Have a parent. Parent refuses to take care of toddler. When feeding/bathing/anything they will pick up and put down the toddler down multiple times and do nothing, letting the toddlers get taken away.
What happens when the bug occurs? Parents pick up toddler, action cancels, parent puts them back down.
What do you expect to see? I would expect the parents to actually do what I tell them to do.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
