ravensdior Please disable Game Mode and Game Bar, both under Windows Settings > Gaming.
If that doesn't help, please set your monitor to run at 60 Hz rather than the current 144, and restart your computer. This not a proper fix, just an experiment, and you can revert to 144 Hz as soon as you see whether it helps.
The next step would be to do a clean uninstall and reinstall of the graphics driver, since your dxdiag lists one error having to do with the driver. Here's how:
